Birchard Allen, Chief Procurement Officer of the U.S. House of Representatives

Serving as the Chief Procurement Officer for the U.S. House of Representatives, Birchard Brooks Allen III leads the Chief Administrative Officer (CAO) team of procurement professionals. In his role, Birchard leads strategic and operational efforts when it comes to acquisitions, purchasing and contracting.

Birchard joined the CAO team in 2022 having amassed decades of experience in the procurement industry as a business analyst working in both the public and private sectors. Before CAO, Birchard worked for Verizon, the DC Government and the Library of Congress.

Notably, during his time at the Library of Congress, he improved communications to the House through the Congressional Research Service website redesign for the 111th Congress.

Birchard also holds a BA from the American University and a JD from Catholic University Columbus School of Law.
